Miami Dade Police Dept, responses to the Latino Rating System



Not all the experiences of the Latino Police Rating System are a bitter event. MDPD, in the finest tradition response's to all questions without any issue. This is an agency that raises the bar for a lot of agencies. Enjoy...........

We are in receipt of your recent e-mail requesting information regarding Latino Officers Association FL. The requested information is provided as follows:

1. Please provide us with a workforce analysis of your agency with regard to ethnic breakdown for each sworn rank structure in your agency.

The current Miami-Dade Police Department (MDPD), Workforce Analysis for sworn employees is attached. The ethnicity of each rank of police officer through director is listed.

2. Currently who is the liaison in the agency for the Latino community?

The MDPD does not have a specific liaison for the Latino community. However, MDPD employs several Latino (or Spanish speaking) Information Officers in our Media Relations Bureau.

3. With regard to limited English proficiency, does your agency provide translation via your web site or documentation distributed in Spanish to citizens?

Yes. MDPD employs Spanish speakers in several positions including Spanish speaking 911 operators. In addition, citizen victim brochures are printed in Spanish and news releases are translated into Spanish as well. However, the MDPD website does not provide Spanish translation.

4. What was your agency budget for 2009?

The total budget for MDPD for fiscal year 2009/2010 is $553,151,000.

5. Did your agency obtain federal funding/grants in 2009? If yes, what for and how much?

The total amount of federal funds budgeted for fiscal year 2009/2010 is $8,071,000.


The funding is from the following funding sources:

Various Federal Grants $3,500,000

Budget Carryover Treasury $1,441,000

Budget Carryover Justice $1,775,000

Justice Equitable Sharing $615,000

Treasury Equitable Sharing $587,000

Interest Justice $116,000

Interest Treasury $37,000



6. Did your agency celebrate Hispanic Heritage Month in 2009?

Although many of our employees celebrate the various heritage months, MDPD does not coordinate any heritage month celebrations.

7. How many Latinos did your agency hire in 2009 vs. the total of new hires?

MDPD hired 285 new hires in fiscal year 2008/2009, of that number 88 were police officer trainees (52 Hispanic, 16 Black, and 20 White).

8. How many Latinos were promoted in 2009?

MDPD promoted 32 sworn Hispanic employees in the 2009 calendar year. There is no civilian promotion report.


9. Who is the highest-ranking Hispanic in your agency and what is their position?

MDPD has two Hispanic assistant directors: Assistant Director Oscar Vigoa and Assistant Director Naim Erched.

10. Did your agency participate in any Latino event in 2009 and if so, which event?

Unknown

11. Can your agency identify the first Latino hired and when?

Albert R. Molina hired on August 5, 1955.

12. Does your agency participate in any program which detains and arrest illegal immigrants based on immigration status?

No.

13. Does the agency have Spanish speaking employees working all shifts in the Communications Division to facilitate better service to the community?

Yes.

14. Would your agency consider being a guest on Latino POLICE Radio, an LOA- FLA Radio program?
