The following is e-mail corrspondence between the City of Orlando and the LOA-FLA on a simple information request.
Greetings Ms. Jones, I believe we had the pleasure back in December 2009, when we network to have Chief Val Demings on Latino Police Radio.
Ms. Jones, the Latino Officers Association Florida, is obtaining information from Florida police agencies in an effort to determine the level of services given to the Latino Community. Agencies with Latino Populations of 21% ( Florida current level ) or more, are part of our Latino Police Rating System.
Once we obtain all agencies information a committee of the LOA-FLA, grades the result which are shared with the Latino community via media outlet, other Latino groups and the Hispanic caucus. Our goal is to better serve the Latino community with an understanding of police matters and their rights.
Ms Jones, below you will find Ms. Brenner response and advisement of our questions with the exception of 4 & 5 "are not proper public records request".
The City of Orlando, has the fiduciary responsibility to answer as it sees fit. We then will share the response with our friends. These types of responses, although rare do happen and it strengthens us to continue.
Recently we had the Honorable Mayor Buddy Dyer, on Latino Police Radio, were he stated about Orlando's programs such as "Crime line" "neighborhood watch" "blue print" & "HOLA" program as well as the over 47 million visitors a year. We only see that our questions Will help the community.
Another, issue that is confusing is an e-mail we obtained yesterday Thursday Aug 05, 2010, which reads:

"Your request has been forwarded to the contact for the LOA for our department".
As I responsed, I was unaware we had a contact within your agency. What I do understand is this might be another group that has a working relationship (open door) with the city.
Hoping we may obtain some type of response, we ask that the Lord continue to bless the men and women of the city of Orlando.
Alex.

Good afternoon.
My office is in receipt of your public records request no. 12990 submitted to the Orlando Police Department.
Please note that the Florida Public Records Act does not require that the City or OPD answer questions or prepare or create documents that do not currently exist. Although your email references the Public Records Act, with the exception of items 4 and 5, it was not a proper public records request. If you wish to obtain information or answers to the other items in your email, please call the Public Information Officer at OPD, Barbara Jones, at 407-246-2403.
We will route nos. 4 and 5 to the appropriate department or division for response and will be back in touch with you soon.
